How to read it as a signal
Not by trying to comply with an undefined rule, but by noticing how much discretion the document reserves overall. A set of terms with figures everywhere and one broad clause reads differently from a set with no figures and several. The second has told you something about how it intends to operate.
What it is not aimed at
Ordinary play, including ordinary winning. Clearing a bonus and withdrawing the result is what the offer is for, and operators price the offer expecting a proportion of accounts to do exactly that. The clause exists for mechanical patterns — the same stake placed on both sides of a market, or accounts created in bulk — rather than for a player who did well.
The uncomfortable part is that the boundary is not published, so a player cannot know in advance which side of it a particular pattern falls on. That asymmetry is the reason to read the clause: not to comply with it precisely, which is impossible, but to see how much room the operator has reserved.
A document with figures reserves less room
Terms that state the multiple, the base, the weighting table, the maximum bet and the window as numbers have committed to most of the important things in advance. A broad abuse clause in that document covers a narrow remainder. The same clause in a document with no figures anywhere covers everything, because nothing else has been pinned down.
The practical version
Stake normally, below the cap, on games that count, and the clause is unlikely to come up. It exists for patterns that are obviously mechanical, and mechanical patterns are what automated monitoring is good at spotting.
