The figure is what must be staked, not what will be lost. Money recycles through bets: a hundred dollars can produce several thousand of turnover before it runs out. What the turnover costs is the house edge on each pass — on slots typically a few per cent — which means clearing a $4,000 requirement costs something in the region of $80 to $150 in expectation.
